There are various Canada PR programs for highly skilled foreign workers. Among the most popular pathways are Express Entry, Provincial Nominee Program (PNP), Quebec Selected Skilled Workers, Atlantic Immigration Program, and many others. However, when it comes to unskilled workers or low-skilled foreign workers, the options are relatively limited. Nevertheless, Canada immigration for unskilled workers is completely possible if one chooses the right immigration program.

The immigration pathways that allow eligible unskilled workers to settle in Canada are discussed below.

1. Family Sponsorship 

If you have a blood or legal relative in Canada who is either a citizen or a permanent resident, they can sponsor you for permanent residence after which you can apply for PR through the Family Sponsorship program. IRCC mandates the sponsor to take the financial responsibility of the sponsee for a specific time. Therefore, an unskilled worker can immigrate through this pathway without a job offer or any prior work experience.

Main Eligibility Criteria for Family Sponsorship

To be eligible for Canada immigration through Family Sponsorship you must:

  • Be sponsored by a spouse, partner, child, parent, grandparent, or eligible relative.
  • The sponsor must be 18 years old or older
  • They must be able to financially support you after your arrival in Canada.
  • The sponsor must not be receiving any social assistance except for a disability.

How to apply for Family Sponsorship?

STEP 1 – Your partner, spouse, parent, grandparent, child, or an eligible relative will sponsor you for permanent residence. They will fill out a form and digitally sign it.

STEP 2 – You will create an account with IRCC and initiate a PR application through family sponsorship.

STEP 3 – Upload all the mandatory documents along with the form filled and signed by your sponsor.

STEP 4 – Submit the complete application with all required documents and forms

STEP 5 – Pay the fee

STEP 6 – The application will be reviewed for accuracy and completion by the IRCC. 

STEP 7 – Submit your biometrics (within 30 days), Police Clearance Certificate, and medical exam when requested.

STEP 8 – Once the application is approved, you will get a Confirmation of Permanent Residence or COPR. 

2. Agri-Food Pilot

The Agri-Food Pilot is another immigration program for unskilled or low-skilled workers. The main advantage of this immigration program is that if you are applying from Canada, you do not need a job offer. You will only require a high school diploma.

However, if you are applying from outside Canada, you must have a valid job offer in an eligible agricultural occupation. Moreover, the Agri-Food Pilot also mandates the applicants to have at least one year of relevant and valid work experience in the past 3 years. Agri-Food Pilot is accepting applications till May 14, 2025.

3. Caregivers Program

The Caregivers program is another Canada immigration pathway for unskilled workers. This program includes two immigration options – Home Child Care Provider Pilot and Home Support Worker Pilot. 

4. Provincial Nominee Program (PNP)

The provinces of Canada nominate workers, students, and entrepreneurs to permanently settle as permanent residents. If chosen the right pathway, the PNP pathway can be an ideal option for Canada immigration as an unskilled worker. Some PNP programs for low or unskilled applicants are listed below:
