The Newfoundland and Labrador Skilled Worker Stream offers nomination to candidates who can contribute to the province’s economy as well as intends to settle there. The applicant must first get a job offer, which needs to be for a full-time job, and has to be at least 1 year in length.
The employment offer has to be from an eligible Newfoundland and Labrador employer. The candidate must receive a salary or hourly wage for the work as well.

Eligibility Requirements of NLPNP Skilled Worker Category
The eligibility criteria of the Newfoundland and Labrador Skilled Worker stream are as follows:
- A full-time job or job offer in TEER category 0, 1, 2, 3, 4, or 5
- An employer with a valid JVA, if you don’t have a work permit or other authorization for the position
- At least 30 hours of work per week
- Job offer of at least 12 months
- A job from a provincial employer
- A salary or hourly wage
- Provincial employment standards are met
- Pay must meet regional or provincial wage rates
- You’ll also need the right skills, training, and qualifications for the role, as per NOC requirements. You must:
- Be 21 to 59 years old.
- Have valid immigration status in Canada, if living here, with at least four months remaining on your permit.
- Intend to settle permanently in Newfoundland and Labrador
- Show you have enough funds to establish yourself and cover your costs.
- If you’re employed in a business you own, your share cannot exceed 10%. This doesn’t apply to selected Entrepreneurs.
- If you have a job offer in TEER 4 or 5, a valid language test is required. Accepted tests and minimum scores for each test are:

Application Process – Newfoundland and Labrador Skilled Worker Stream
Follow these steps below to apply for Newfoundland and Labrador Skilled Worker Stream:

What are the responsibilities of a nominee?
If you’re an applicant or nominee for the Newfoundland and Labrador Provincial Nominee Program (NLPNP), you have to notify your provincial Immigration Officer or the Office of Immigration and Multiculturalism about any changes in your situation throughout the application process.
You have to take care of this responsibility even when your PR application is being processed. If you fail to do so, your application may be refused or your nomination canceled.

- Marital status updates
- Birth of a child
- Change of address
- Employment changes
- Arrival in the province
- Decisions on work permit application
- Decisions on PR application
Who doesn’t qualify for a nomination through NLPNP Skilled Worker Category?
Candidates for the Newfoundland and Labrador PNP must meet specific eligibility criteria. They cannot apply if:
- They hold a Post-Graduation Work Permit. If this is the case, they may apply to the NLPNP Express Entry Skilled Worker or International Graduate stream
- They or any dependents (18 years or older) have a criminal record
- They have unresolved child custody/support disputes, in Canada or other countries
- Misrepresented themselves in their application
- Their employer misrepresented their role or their own role in the business
- They are an in-Canada refugee claimant
