The Entry Level and Semi Skilled stream (ELSS) offers a pathway for workers in specific occupations within the tourism/hospitality and food processing sectors to gain permanent residence in British Columbia

This is one of the British Columbia Provincial Nominee Program (BC PNP) Skills Immigration stream, which lets you obtain a nomination certificate and then PR.

Important Note: This stream does not have the Express Entry BC (EEBC) option.

Eligibility Criteria for the Entry Level and Semi-Skilled Stream

To qualify for the Entry Level and Semi-Skilled stream, you must meet the following requirements:

  1. Job Offer: You need to have a full-time job offer from a BC employer. This job must be indeterminate, meaning it has no defined end date.
  2. Eligible Occupation: Your job must be on the list of eligible occupations for the ELSS. These are under NOC TEER 4 or 5. For the Northeast Development Region of BC, you can apply if you work in any NOC TEER 4 or 5 occupation, however, it doesn’t include live-in caregivers.
  3. Work Experience: You must have been working full-time for your employer for at least nine consecutive months before registering for this stream.
  4. Qualifications: You need to be qualified for the job you’re offered, including any necessary certifications or registrations required in BC.
  5. Language and Education: You must meet the minimum language and education requirements.
  6. Wage Offer: The wage you are offered must align with BC wage rates for your occupation.
  7. Support for Dependents: You must show that you can support yourself and any dependents you may have.
  8. Employer Support: Your employer must agree to support your application and meet certain requirements.

Application Process for the Entry Level and Semi-Skilled stream Stream

Follow these steps after steps to apply for a nomination through the Entry Level and Semi-Skilled stream.

  1. Create a Profile: Register on the BCPNP Online portal and submit your registration. This is a points-based Expression of Interest (EOI).
  2. Receive an ITA: If you receive an invitation to apply, submit a complete application within 30 calendar days. There is a fee of CAD $1,475 for this application.
  3. Application Approval: If your application is approved, you will get a Confirmation of Nomination.
  4. Apply for Residency: After receiving the Confirmation of Nomination, you can apply for Canadian permanent residency through Immigration, Refugees and Citizenship Canada (IRCC).
