As the term suggests, an Expression of Interest or EOI for Canada Immigration is a pre-application submission of interest. Submitting an EOI shows that you are interested in applying for a particular immigration or provincial nomination program. Submitting an EOI is free of cost and does not require documents submission in most cases.
We should not confuse an EOI with an application submission. An EOI is just a denotation of interest that includes basic information about your name, age, nationality, etc. In most cases, the validity of an EOI is one year or 12 months.

What is the next step after an EOI?
After submitting an Expression of Interest, you will be ranked according to various scoring criteria. The scoring factors and the qualifying EOI scores depend upon the immigration or nomination program you are applying to.
For example, if you are applying to the Federal Skilled Worker Program, your Express Entry profile must score at least 67 out of 100 points in the six selection factors to be eligible for the stream. Once they are eligible, they will further get a CRS score out of 1200 points.
Eligible candidates who have a score higher than the cut-off are issued an Invitation to Apply in various PNP draws and Express Entry draws. Once they get an ITA, they can apply for provincial nomination or Canada PR whichever is applicable. It is at this stage that you will upload all the documents to support your EOI score and pay the non-refundable application fee.
Can we submit EOI without IELTS?
You do not have to submit your IELTS score or test results when submitting your Expression of Interest. However, the EOI system will ask for the test ID number, the date of the test, and other relevant information. Thus, you must take the IELTS before submitting your EOI. Similarly, even though you will not need to submit an ECA report, you will need to submit an ECA report number.
Can EOI be Edited?
Yes, an EOI can be edited and updated whenever you want to. You must immediately update your Expression of Interest in case of any change in your circumstances. This includes improvement in language test scores, gaining work experience, marriage, the addition of a family member, any change in financial status, and any other change that might impact your EOI score. Any discrepancies between your EOI and the documents uploaded during application submission will lead to its immediate rejection.
How much time does it take to get an invitation after submitting an EOI in Canada?
After submitting an EOI, you will get an Invitation to Apply whenever IRCC announces the Express Entry draws. In case your Expression of Interest is for a provincial nomination, you get an ITA whenever the province announces its draw. Submitting an EOI does not guarantee an ITA. You must be eligible, and have an EOI score higher than the cut-off announced in the draws to get an Invitation.
Expression of Interest (EOI) for Express Entry – The Express Entry Profile
Even though it is not called an Expression of Interest, creating an Express Entry profile is the very first step towards applying for Express Entry. To create an Express Entry profile you must:
- Create an IRCC account with GCKey or Sign In partner
- Initiate an Express Entry profile
- Provide information such as your name, age, nationality, work experience, language proficiency, academic qualifications, etc.
- Based on the information you submit while creating the Express Entry profile, the Comprehensive Ranking System will give a CRS score out of 1200 points.
- The information you provide in your profile also determines your eligibility for one of the three Express Entry pathways – Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class.
- After completing the Express Entry profile, you will enter the federal pool. From this pool, IRCC will announce draws and invite eligible candidates to apply for Canada PR through Express Entry.
- You can only apply for a PR visa through Express Entry if your profile gets an Invitation to Apply in the draws.
- You do not need to pay anything or submit any documents while creating and submitting a profile.
EOI for Saskatchewan PNP or Saskatchewan Immigrant Nominee Program (SINP)
You need to submit an Expression of Interest (EOI) before applying to the SINP Express Entry, and the SINP Occupation In-demand. An EOI is just an “expression” of your interest to apply to one of the two pathways of the Saskatchewan PNP.
While creating an EOI for the SINP, you will need to provide:
- Birth date
- Passport Number
- If you have a job offer
- Whether you are using an Immigration Representative
- If you have an active Express Entry profile
- Occupation
- If you have an ECA report
As you provide the information listed above, the SINP will score you out of 110 points. If eligible, you will get an Invitation to Apply in the latest SINP draws. Once you are invited, you can apply to the SINP Express Entry or Occupation in-demand within 60 days. Submitting an EOI does not require any fee or documents. You will need to upload documents only when SINP sends you an Invitation to Apply.
SINP Expression of Interest for Entrepreneurs
You will also need to submit an Expression of Interest while applying to the SINP as an Entrepreneur. In this case, your EOI will be scored out of 140 points according to the factors like:
- Age – 15 points
- Language proficiency – 10 points
- Academic proficiency – 15 points
- Business Assets – 15 points
- Business or Farming Experience – 20 points
- Business Revenue – 20 points
- Experience in key economic sectors – 10 points
- Proposed Investment amount – 20 points
- Proposed Investment in Key Economic Sectors – 15 points
Expression of Interest (EOI) for Ontario Immigrant Nominee Program (OINP)
All non-Express Entry streams of the Ontario Immigrant Nominee Program (OINP) require an Expression of Interest or EOI –
- Employer Job Offer: Foreign Worker Stream
- Employer Job Offer: International Student Stream
- OINP EJO: In-Demand Skills Stream
- Masters Graduate Stream
- PhD Graduate Stream
EOI for each OINP stream is scored differently. While submitting it, you will be asked about:
- Name and contact details
- Passport number
- Job location
- Wage
- Work Experience
- Academic qualifications
- Field of Education
- Language proficiency
After submitting an EOI, you will enter a pool of candidates. The OINP draws issue Invitation to Apply to eligible candidates from that pool. If you get an ITA, apply to OINP within 14 days.
EOI for British Columbia Provincial Nominee Program or BC PNP
Instead of submitting an Expression of Interest, applicants need to register before applying to the following BC PNP pathways:
- BC PNP Skilled Worker
- International Graduate
- Entry Level and Semi-Skilled stream
- Entrepreneur Immigration: Regional Program
- BC PNP EI Base Program
- BC PNP EI: Strategic Projects
You will not need to upload any documents or pay any fee to register for skilled immigration pathways. However, to register an interest in one of the BC PNP Entrepreneur streams, a non-refundable fee of $300 will be required.
The BC PNP draws will issue an Invitation to Apply to eligible candidates. You can apply to the BC PNP streams only if your registered profile is invited to apply.
Expression of Interest for Manitoba PNP
Expression of Interest is mandatory if you are applying for the Manitoba Skilled Worker Stream, International Education Stream, or Entrepreneur streams.
The MPNP scores your EOI based on various factors. If eligible, you will get a Letter of Advice to Apply (LAA) in the latest MPNP draws.
Alberta PNP or AAIP streams that require an Expression of Interest
You need to submit an Expression of Interest before applying for the Alberta PNP Graduate Entrepreneur stream, Foreign Graduate Entrepreneur stream, Rural Entrepreneur stream. You will also need to pay a non-refundable fee of $200 to submit the Expression of Interest (EOI) to the Alberta Advantage Immigration Program (AAIP).
EOI for New Brunswick Provincial Nominee Program (NB PNP)
An Expression of Interest is mandatory before applying to the New Brunswick PNP streams. You can only apply to NB PNP pathways after getting an Invitation to Apply in the draws. In most cases, the NB PNP pathways score the EOIs out of 100. You will need to submit an Expression of Interest for:
- New Brunswick Express Entry stream
- Strategic Initiative Stream
- NB Skilled Worker
- New Brunswick Private Career College Graduate Pilot Program
- New Brunswick Critical Worker Pilot
