The Quebec Selected Skilled Workers pathway is an immigration program exclusively for foreign skilled workers who want to settle in Quebec as permanent residents. However, before applying to IRCC for a PR visa through this pathway, you must have a Certificat de Selection du Quebec or Quebec Selection Certificate (CSQ).
Quebec offers five major pathways for permanent selection.

Eligibility Requirements for Quebec Selected Skilled Workers
You must be eligible for at least one of the Quebec immigration programs for skilled workers. An overview of eligibility requirements for each of the pathways is given below.

Quebec Immigration Pilot Program for Orderlies | If you are applying through the Work stream: – Score level 7 in spoken French – Have a diploma related to the job of the orderly. – Have valid 2-year Quebec work experience as an orderly within the last 3 years. If you are applying through the Work-study stream: – You must have earned a diploma of Vocational Studies (D.V.E) from Quebec within the last 2 years – Have one year of work experience as a patient service associate in the province. Get this work experience within 2 years of applying. |
Quebec Immigration Pilot Program for Workers in the AI, IT, and VFX sectors | If you are applying for the AI stream as a foreign worker. – Have a bachelor’s degree – Have a 2-year work experience in the AI industry in TEER level 0,1, or 2. This work experience must be within the last 5 years. Or – Have earned a master’s or PhD degree in Quebec within one year – Have accepted a job offer in AI sector in Quebec. If you are applying for the AI stream as a Quebec graduate – Have acquired a university degree from Quebec within the last two years. – Have accepted a full-time job offer in AI sector in Quebec If you are applying to the VFX or IT streams – Have a bachelor’s degree – Must have a 2-year work experience in the last 5 years. – Have accepted a job offer or are already working full-time in the relevant sectors in the province. |

After your application is approved, the government of Quebec will issue you a Quebec Selection Certificate (CSQ).

Steps to Apply to the Quebec Selected Skilled Workers Pathway
As discussed before there are two stages in getting a Canada PR visa through the Quebec Selected Skilled Workers pathway.

Stage 1 – Applying to Quebec for a CSQ
- Be eligible for any of the five Quebec immigration programs for foreign workers.
- If eligible, submit an Expression of Interest
- Get an invitation to apply
- Apply to Quebec for permanent selection
- If the application is approved, get the Selection Certificate or CSQ (Certificat de sélection)
Stage 2 – Applying to IRCC for Canada PR through the Quebec Selected Skilled Worker Program
- Gather all documents
- Login to the IRCC PR portal and initiate the PR visa application
- Upload all documents
- Pay the application fee
- Submit the completed application
- If requested, complete your biometrics. You will have 30 days to give them.
If your application is approved, the IRCC will give you a Confirmation of Permanent Residence (COPR). You will also receive a Passport submission request or PPR. Submit your passport at the nearest Visa Application Center to get your Canada PR stamped on it.
Arriving in Canada with a Canada PR visa
When you land in Canada for the first time, you must have:
- Your passport
- COPR
- PR visa
- Proof of funds
A border officer will verify all the information. They will ensure that you are eligible and meet all terms and conditions to enter Canada. Once you clear the immigration check, the officer will then confirm your Canadian mailing address at which they will send you the PR card.
Processing Time
The processing time for a PR visa application through the Quebec Selected Skilled Worker is approximately 9 months. This does not include the processing time for getting a CSQ from Quebec. The processing time for each pathway are given in the table below.
