Quebec has taken initiatives in battling workforce shortages by re-opening certain economic pilot programs. These pilot programs will help in addressing labor shortages in essential industries of Quebec. These measures became effective on 23rd November, 2023 and will remain so till 31st December, 2024.

Quebec Immigration Pilot Programs
The new immigration pilot programs re-opened by Quebec and their application cap are:

The Government of Quebec regularly opens and closes application submission of these pilot programs. However, on 1st January, 2024, they are most likely to conclude indefinitely.
Which Quebec Immigration Pilot Program can I apply for?
Eligibility requirement for immigration under the Quebec Pilot Program for Orderlies-
- must be proficient in French
- must have work experience in Quebec as an orderly
- the individual must hold a job in Quebec as an orderly at the time of submitting the application
Eligibility requirement for immigration under the Quebec Pilot Program for Workers in Food Processing-
- must be proficient in French
- must have work experience in Quebec in one of the eligible jobs and sectors
- hold a job in Quebec one of the eligible jobs and sectors at the time of submitting the application
Eligibility requirement for immigration under the Quebec Pilot Program for Workers in the Artificial Intelligence, Information Technologies and Visual Effects Sectors-
- must be proficient in French (if submitting an application under the Francophone profile)
- have accepted a job or already holding a job in Quebec under the artificial intelligence, information technologies and visual effects sectors

Other Policy Changes Quebec brought
Since 23rd November, 2023, an individual sponsoring for immigration to Quebec under the Family Sponsorship Program is required to complete as well as sign a welcome and integration plan.
These are for sponsors between the ages of 18-55, and will make sure that the sponsored person is receiving the necessary resources they need to- prepare to come to Quebec, learn French, and access public services and resources to integrate better.
Further, some new changes will also be in effect for economic immigration programs. Every economic immigration program of Quebec will require proficiency in French. All skilled workers looking to immigrate to Quebec now need a proficiency of minimum level 7 in spoken French.
Moreover, the Quebec Regular Skilled Worker Program (QSWP) is set to be replaced by the Qualified Skilled Worker Selection Program, effective from 29th November, 2024.
Furthermore, Quebec has brought changes to the business streams of immigration, effective from 1st January, 2024.
