The Canada-Quebec Accord grants the province the authority to decide its own immigrant intake. However, this doesn’t mean that the candidates selected to apply for permanent residency will receive approval on their application by the government of Quebec. At the end of the day, it is still the federal government that decides whether to approve one’s PR application or not.
Candidates invited to apply can apply for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC) after being invited.
