Apart from British Columbia, Alberta and Manitoba have also begun issuing Provincial Attestation Letters (PAL). According to the Immigration, Refugees and Citizenship Canada (IRCC), international students applying for new study permits need to include a PAL to their application to show IRCC that the university they will be studying in has accepted them.
British Columbia started issuing PALs on the 5th of March while Alberta began doing so from the 1st of March. As for Manitoba, the province has begun issuing PALs from the 4th of March.

PAL System
IRCC announced that the provinces and territories of Canada are required to come up with a PAL system before 31st March. So far, British Columbia, Alberta, and Manitoba have announced that they are issuing PALs. However, there’s still not much information available about how they would be running this whole process.
The objective of a PAL system is to verify the identity of international students coming to Canada. Once a Designated Learning Institution (DLI) accepts a student, it will issue a Provincial Attestation Letter (PAL) to them. The student will use this PAL and upload it to their study permit application before submitting it to IRCC.
Since each province will have its own system of issuing PAL, students might be required to pay a kind of fee to get the letter or fulfill other requirements. For instance, to get a letter from the University of Manitoba, an international student needs to pay $2,000 (non-refundable fee).
