The 243rd Express Entry draw was an all program draw that invited a record high applicants to apply for Canada PR through the Express Entry system. This was the third all-program draw of the year 2023. IRCC issued 7000 ITAs to the applicants with a CRS score equal to or higher than 490 points. The 243rd Express Entry draw was the largest all program draw ever. Since it was not a targeted draw, the CRS cut-off was 258 points lower as well.

What is the difference between an all program and a targeted Express Entry draw?
An all program Express Entry draw is one that issues ITAs to applicants belonging to the following pathways:
- Federal Skilled Worker Program
- Canadian Experience Class
- Federal Skilled Trades Program
- Provincial Nominee Program.
The CRS score in an all program Express Entry draw is usually lower as it caters to all the above pathways. The ITAs issued are higher too.
On the other hand, a targeted Express Entry draw is the one that issues ITAs to one or more of the above pathways. For instance, a PNP targeted round of invitation will issue ITAs exclusively to Express Entry profiles that have a Provincial Nomination. A targeted Express Entry draw might have a higher CRS score, especially if it is a PNP targeted draw. The ITAs issued are usually lower.
How does the targeted Express Entry draw for PNP work?
One of the mandatory requirements to get an ITA in a targeted Express Entry draw is to qualify for the specific program. So, to get an ITA in the draw targeted for the Provincial Nominee Program, you must have a nomination certificate from one of the ten Canadian provinces. You can get Invitation to Apply (ITA) through the following steps:
- Create your Express Entry profile
- Apply to the PNP program of your chosen Canadian province
- Get the nomination certificate
- Receive the notification of nomination in the IRCC Express Entry account
- Accept the notification of nomination within 30 days
- Once you accept the notification of nomination, your Express Entry profile will get additional 600 points by the Comprehensive Ranking System.
- You will be invited to apply for Canada PR in the PNP targeted rounds of invitation if your CRS score is equal to or greater than the cut-off.
All Canadian provinces and territories offer specific programs for applicants with an active express entry profile. They pathways are:
- Human Capital Priorities (HCP) stream, French-speaking skilled worker stream, and Skilled trades stream under the Ontario Immigrant Nominee Program (OINP)
- Alberta Express Entry stream under the Alberta Advantage Immigration Program (AAIP)
- Express Entry BC or EE BC under the British Columbia Provincial Nominee Program (BC PNP)
- Federal Immigration programs under the Manitoba Provincial Nominee Program (MPNP)
- International Skilled Worker Express Entry option under the Saskatchewan Immigrant Nominee Program (SINP)
- Nova Scotia Labour Market Priorities, Labour Market Priorities for Physicians, and Nova Scotia Experience- Express Entry pathways under the Nova Scotia Nominee Program (NSNP)
- Express Entry skilled worker pathway under the Newfoundland and Labrador Provincial Nominee Program (NLPNP)
- PEI Express Entry pathway under the Prince Edward Island Provincial Nominee Program (PEI PNP)
