IRCC’s Immigration Levels Plan: 2023-2025

The COVID-19 pandemic had a devastating impact on the world’s economy and inevitably impacted Canadian immigration too. However, the Canadian economy is one of the fastest to recover from the debilitating effects of the pandemic. Currently, Canada is in dire need of skilled immigrant workers to replenish and strengthen its rapidly evolving economy. The Immigration, Refugees and Citizenship Canada (IRCC) aims to invite the following number of skilled immigrants through the Express Entry system in the next three years.

In the years 2023-2025, Canada aims to invite 1450000 Permanent Residents out of which 305900 will be invited through the Express Entry program. The Express Entry system is one of the most prominent pathways through which Canada fortifies and meets its labour force requirements.

Immigrants have been crucial to Canada’s economic recovery after the pandemic, so much so that they contribute to a 100% of the country’s labour force growth.

Changes in the Express Entry

At present, there are approximately 900,000 vacancies available across various sectors in Canada. The IRCC aims to resolve this acute labour shortage through some fundamental changes in the Express Entry system that will be implemented in the year 2023.

The Bill C-19 is one such change that aims to make the Express Entry more responsive to the labour force requirements of Canada. The Bill C-19 aims to reform Express Entry by facilitating immigrants from in-demand sectors such as healthcare, STEM (Science, Technology, Engineering and Maths), Manufacturing, building trades, etc.

Besides Bill C-19, the latest NOC codes with the new TEER system also aim to make Canada immigration reflective and responsive to the country’s labour-force requirements.
