The three provinces that have recently joined the list of provinces that issue PALs to foreign students are- New Brunswick, Saskatchewan, and Newfoundland and Labrador.
The dates since these provinces started issuing PALs are:
- Saskatchewan – 13 March 2024
- New Brunswick – 18 March 2024
- Newfoundland and Labrador – 19 March 2024
Since the cap was announced by Immigration, Refugees and Citizenship Canada (IRCC) on 22nd January on study permit applications intakes, and further changes for the same, the provinces are required to issue Provincial Attestions Letters (PALs) to international applicants. Provinces are required to form systems on how they would be issuing PALs before 31st March 2024.

International students applying for a study permit require a PAL from their university to prove they have been accepted by the institution. If you want to know how to apply for a PAL, get in touch with your university.
Other provinces with a PAL system in place are:
- Alberta
- British Columbia
- Manitoba
For Quebec
To get a study permit so you can study in Quebec requires you to first obtain a Quebec Acceptance Certificate (CAQ). You can simply contact your institution and it’ll let you know how to apply for a CAQ.
Your CAQ should include these lines so it can be used as an attestation letter:
“This attestation letter confirms that the applicant has a place in Quebec’s share of the distribution of study permit applications or is exempt from it.”
The remaining provinces have till 31st March to come up with their PAL systems.
