Provincial Attestation Letters Now Available for Three More Provinces

The provinces of Nova Scotia, Ontario, and Prince Edward Island have now established their Provincial Attestation Letters (PAL) systems. Prince Edward Island began on 27 March, while the other two provinces from 28th March.

Ontario, Nova Scotia, and Prince Edward Island have finally joined Alberta, British Columbia, Manitoba, Saskatchewan, Newfoundland and Labrador, and New Brunswick in issuing PALs to approved international students.

What is the need for a Provincial Attestation Letter?

International students applying for a study permit after 22nd January need to submit a PAL with their study permit application to show that their educational institution has accepted them. A PAL also shows that the student meets the cut for the allocated number of study permits for that province. 

This PAL system was announced when Immigration, Refugees and Citizenship Canada (IRCC) announced a cap on study permit applications for the next two years. Now, the provinces can only invite a much-reduced number of international students and are required to issue PALs to the DLIs. IRCC has provided till 31st March to all provinces to come up with their PAL issuance systems. 

DLIs or Designated Learning Institutions are the only educational institutions in Canada allowed to accept foreign students. After receiving PALs, the DLIs will provide the same to the approved international students so that they can apply for a study permit. 

The students need to meet the eligibility criteria to get a PAL and might also need to pay a non-refundable fee for the same.
