On 25th May, 2023 Latest Manitoba Ukraine PNP draw # 14 out and issued 29 letter of advice to apply. The Manitoba Provincial Nominee Program will hold regular EOI draws for individuals who meet all MPNP eligibility criteria and are affected by ongoing events in Ukraine as part of the Manitoba government’s response to the situation in Ukraine and in accordance with Immigration, Refugees, and Citizenship Canada’s special immigration measures for those affected.

Only individuals who match the following criteria will be sent a letter of recommendation to apply.
- Must be a citizen of Ukraine
- have a minimum of CLB 4 in each language band
- having a connection to Manitoba (near the relative, family-like, community, past employment or education in Manitoba)
- have a valid language test
- score at least 60 points based on MPNP assessment standards; and
- can complete all other Skilled Worker Overseas track requirements, including appropriate settlement funds.

Manitoba Immigration Information
On March 3, 2022, Immigration, Refugees, and Citizenship Canada (IRCC) issued the Canada-Ukraine Authorization for Emergency Travel (CUAET) allowing Ukrainian citizens to flee and come to Canada. CUAET is the most basic route for Ukrainian citizens to apply to come to Canada.
IRCC will allow an unlimited number of Ukrainian residents to apply for a fee-free, streamlined temporary resident visa through the CUAET, allowing them to travel to Canada and work for any employer as soon as they apply for an Open Work Permit. Biometrics for temporary residency visas can be done at over 30 diplomatic stations throughout Europe.
Process for applying to the Skilled Worker Overseas Stream in steps:
Immigration to Manitoba via the MPNP stream, which is designed to target and bring Skilled Workers to Manitoba, is a three-step process, as follows:
- Send in your Expression of Interest (EOI).
- The top-scoring qualified applicants with a prior connection to Manitoba will be invited to apply for the MPNP.
- Following an in-depth assessment, the MPNP identified qualifying individuals, who would then be required to file a separate application to the Government of Canada for the permanent resident visa for you (primary/main applicant) and your family (dependents).
Manitoba immigration officials are always recruiting applicants to apply under their Skilled Worker Overseas Stream, but some new ways are being offered within this immigration category.
