IRCC Action Plan to Hire More Employees under TWFP

The plan is part of an IRCC Action Plan to  Hire more employees under TWFP, decrease inventory and enhance client service. The IRCC is looking into a potential new strategy for handling work permits for specific foreign workers.

The idea, announced in December 2022, primarily targets persons who currently possess a Canadian work permit and are trying to renew it for ongoing employment in the same occupation with the same employer. This information suggests a potential change in the department’s strategies, even if IRCC has not confirmed it.

IRCC’s Action Plan to Reduce Inventories

As part of an ambitious Action Plan to lower inventory, increase client service, and address the labor shortage in Canada, IRCC is proposing the implementation of a new system for processing work permits.

This plan is in keeping with Employment and Social Development Canada’s (ESDC) mission to make work permit renewals for the Temporary Foreign Worker Program (TFWP) easier.

The Proposed Method

The suggested approach asks for applications to be extracted from the Global Case Management System (GMCS) and put in specific folders on a daily basis. It is important to make clear that the system will not be automated because each work permit applicant will be evaluated individually for approval.

The analysis will include an examination of the applicant’s experience, education, language skills and any licensing requirements.

What are the eligibility criteria?

According to ATIP data, IRCC receive 71,955 applications from foreign employees who allows two or more work permits with the same company and occupation between January 2017 and August 31, 2022, thus the government thinks that the proposed measures would be helpful.

To be eligible, candidates must satisfy the following requirements:
  1. They must have received a work permit particular to their employer once in the last five years with no irregularities from the prior application.
  1. To get a new work permit that is particular to their employer, they must submit a full work permit application.
  1. They are require to return to their original occupation and National Occupation Classification (NOC) code.
  1. They must provide biometric data either before or along with their new application.
  1. Throughout the screening process, they must satisfy all additional eligibility conditions.
