In 2023, Canada started preparing to change how express entry candidates are chosen and selected in the first quarter of 2023. IRCC will start using new authorities to hold Express Entry Draw in which candidates are going to be invited on the basis of specific attributes rather than overall CRS Score.

This Express Entry change is made on the Bill C-19 which received royal assent and passed in both houses of parliament on june 23. This bill says, the IRCC minister has total Authority to invite candidates with any in-demand skills or abilities.

In an interview with CIC News, IRCC Minister Sean Fraser said that the Express Entry will help Canada to select immigrants who are already professionals for economic success. In addition IRCC Minister said “Already Express Entry gives canada a competitive advantage and yes there is a room for improvement.

Who is going to Invited?

Right now there is no confirmation on which candidates would receive ITA’s in targeted draws. IRCC Minister Sean Fraser said that he would be consulting with the provinces, business councils and other stakeholders to evaluate which candidates would be better. 

Healthcare in Canada is one of the most pressing occupational categories, the job vacancy rate stood at 6% in october. Government is trying and taking measures to fill the labour shortages in the sector by removing some barriers for internationally trained physicians who are already staying in Canada and the recently announced Foregin Credential Recognition Program. Express entry Draw would target only candidates whose backgrounds are related to healthcare professionals to fill the vacant seats at a faster rate.

Why is Express Entry changing?

Due to undergoing a huge labour shortage and aging population and low birth rate, Canada is preparing to change the express entry system in 2023. By 2030, Canada is expected that 9 million Canadians will reach the retirement age of 65 and Canada doesn’t have enough younger Canadians to fill their positions. This is the very high number of job vacancies and it is difficult to fill it up. That is why Canada totally relies on immigration to maintain the workforce and keep the economy strong.

Canada targeted admission of up to 500,000 new permanent residents per year by 2025. Through express entry it will admit over 110,000.
