Canada to Invest 65M in Settlement Services for Newcomers

On May 11, 2023, Immigration, Refugees and Citizenship Canada (IRCC) announced a 65 million funding extension to service provider groups across Canada. Pre-arrival assistance, services for racialized newcomer women, and language training for newcomers in Francophone minority areas are all part of the settlement services. What’s The Aim of This Program? 

The pre-arrival services program of Immigration, Refugees, and Citizenship Canada (IRCC) aims to:

  • Link newcomers to the information and services they require through a simplified user-friendly method
  • Encourage newcomers to apply for recognition of their foreign qualifications prior to arrival, if necessary.
  • Connect newcomers to federal and provincial settlement services across Canada.

Through immigration, the Canadian government hopes to develop communities and the economy. As a result, it is in their best interests to engage in pre-arrival services for newcomers in order to maximize their success.

What’s Research Show?

IRCC conducted research in 2021 to find out how settlement services affected newcomer outcomes. According to the research, 95% of newcomers who received settlement services believed they were helpful. Furthermore, 78% of individuals who received employment services said it helped them gain skills, information, and connections that helped them prepare for the Canadian job market.

Services for French Speakers 

In order to promote the French-speaking Integration Pathway and offer training in French or English to Francophone and Allophone newcomers, the tailored language training for francophone newcomers to francophone minority communities program was created in 2019. 

The department presently supports six groups that offer newcomers who choose to settle in one of these towns and speak French direct language training services.

Services for Racialized Women

The Canadian government approved up to $5.8 million in additional financing for 10 initiatives sponsored by the Racialized Newcomer Women Pilot through 2025 in December 2022. In addition to the $15 million over two years that was allotted in Budget 2021 to continue support for this project, this funding was also included.

How to obtain settlement services

Settlement services are managed at the municipal, provincial, and federal levels and are free of charge. There are various settlement services available, such as:

  • Support with daily life in Canada
  • Help in finding a job
  • Help with citizenship test preparation
  • Language training and testing
  • Language training tailored to the job
  • Services tailored to refugees, women, and others.
  • Finding a mentor as a beginner or mentoring a newcomer

Compass to Connect was designed by IRCC to assist newcomers in accessing the resources they require the most. It gathers various services into a tool with a filtered search by postal code to identify the nearest available services. The application also displays programs tailored to women, elders, adolescents, and 2SLGBTQi+ people.

Compass to Connect is an IRCC-funded website with searchable listings of settlement services. Settlement counseling and referrals are also provided for those who are unsure of the services they require or which apply to them. These programs connect newcomers with a settlement counselor who can assist them in determining which services may be of benefit to them.

Final Word

Finally, it is important to understand that settlement services in Canada are only provided to permanent residents, protected persons, and some temporary residents. The Canadian government runs a distinct settlement scheme for refugees known as the Resettlement Assistance scheme.
