Why are NOC codes for Canada changing?

The National Occupational Classification (NOC) categorizes jobs in Canada to collect and analyze occupational information. NOC codes for Canada are the primary source of data for labour market assessment and all other statistical purposes. Therefore, it is crucial for NOC to stay relevant with the evolving and changing economy. To reflect and categorize the jobs more accurately, NOC undergoes major structural changes every 10 years. The currently used NOC 2016 version 1.3 too has undergone a major structural change and the NOC 2021 version 1.0 will be implemented on and after 16th November 2022.

Structure of the new NOC codes for Canada

Structure-of-NOC-Code

The new NOC code in the NOC 2021 version consists of 5 digits. The structure of the new NOC codes will include:

Broad Occupational Category (BOC)

It is denoted by the first digit of the new NOC code. It reflects the industry the occupation belongs to. There are 10 BOCs in the latest NOC 2021 version.

The Major group

The major group is denoted by the first-two digits of the new NOC codes for Canada . The NOC 2016 1.3 version had 40 major groups whereas there are 45 major groups in the NOC 2021 version. The major group includes the Broad Occupational Category as well as the TEER level that is denoted by the second digit of the new NOC code.

The Sub-major groups

The sub-major group did not exist in the NOC 2016 version and has been introduced in the latest NOC 2021 version. The sub-major groups are denoted by the first three digits and include minor groups of the NOC code. There are 89 sub-major groups in the NOC 2021 version.

Minor groups

While there were 140 minor groups in the 2016 version, there are 162 minor groups in the latest NOC 2021 version. The minor groups are denoted by the first four digits of the latest NOC codes for Canada. 

 

Unit Groups

Unit groups include all the 5-digits of the NOC 2021 NOC code. There are 516 unit groups in the latest NOC 2021 version. 

The new TEER system in NOC 2021

The TEER stands for Training, Education, Experience and Responsibilities. The NOC 2021 version 1.0, overhauls the Skill Level of NOC 2016 and introduces a categorization that denotes Training, Education, Experience and Responsibilities, mandatory for an occupation. 

The TEER defines the demands of the occupations according to their training, education and experience. It also signifies the complexities of duties and responsibilities demanded by an occupation. Most often, higher the complexities of tasks required by an occupation, higher the level of education, professional training, and hands-on experience required to be employed in that job. 

Reasons for the new TEER system in NOC codes for Canada

The NOC 2016 categorized occupations in 4 skill levels. The skill levels denoted the amount of education and training required to be eligible for an occupation. 

However, there were certain limitations in the Skill Level of the previous NOC codes.

  • The term “Skill Level” was often confusing and misleading for stakeholders 
  • The replacement of skill level with the TEER system is a course correction. The TEER system removes any chances of incorrectly using the NOC codes for Canada. 
  • The new TEER system more accurately captures and defines the differences in the requirements of various occupations.
  • The TEER also reflects the skill and knowledge development while being employed in a job
  • The distribution of occupations across the TEER categories is more balanced. In the NOC 2016 version 1.3, skill level B had a disproportionately large number of NOC codes. The Skill level B contained 42% of the total 500 NOC codes. This constricted the accurate analysis of such a large occupational group. 

The TEER in NOC 2021 version 1.0

The TEER level is denoted by the second digit of the NOC code. There are 6 TEER categories, each depicting specific academic and training levels. The TEER levels are tabulated below.

NOC Skill level vs TEER system in the latest NOC codes for Canada

 

As clearly shown in image 4, the skill level B in the NOC 2016 1.3 version included majority of the NOC codes. Around 210 NOC codes for Canada belonged to skill B. This is corrected in the 2021 NOC and the skill level B is distributed between TEER 2 and TEER 3. In NOC 2021, around 155 NOC codes belong to TEER 2 and the rest are transferred to TEER C. The % of NOC codes in each TEER level is displayed in image 4.

How to find your TEER level in the latest NOC code for Canada

The NOC 2021 version contains 5 digits. The second digit in the 5 digit NOC code denotes its TEER level. 

For instance in the NOC code 31110 assigned to Dentists, the TEER level will be 1. This implies that to be eligible to become a dentist belonging to the NOC 31110, you will need to acquire university education at bachelor’s, master’s or doctoral level.

NOC codes for Canada: Changes in Broad Occupational Category or BOC

The Broad Occupational Category (BOC) is the very first digit of Canada NOC code. It denotes the categories of occupations that are segregated and defined by the industry, types of duties performed, and the field of study. There are 10 BOCs in the latest NOC version.

In NOC 2016, the Broad Occupational Category included all the NOC codes belonging to the domain of management. All managerial occupations, including the senior and middle management belonged to BOC 0. 

For example:

In NOC 2021, the managerial responsibilities are now denoted by the TEER system rather than by the BOC. All the middle management that previously belonged to the BOC are now redistributed in the remaining 9 BOCs. 

For example, the managerial jobs in healthcare will now belong to BOC 3 assigned to health occupations, rather than belonging to BOC 0. 

Therefore, NOC 0311 assigned to managers in health care is now  NOC 30010.

As we can see, the managerial responsibilities are now denoted by the TEER level 0 in the latest NOC codes and the Broad Occupational Category (BOC) simply denotes the industry. In the new NOC 30010, the digit 3 denotes healthcare industry and 0 denotes the managerial responsibilities.

Major groups

There is an addition of 5 major groups in the NOC 2021 version 1.0. In the NOC 2016 level there were 40 major groups but the latest NOC will now include 45 major groups. The first two digits of the new NOC code, that include the BOC and TEER level make up for the two digit major group. The major-groups contain the three digit sub-major groups.

Minor groups

The 89 sub-major groups are introduced in the 5-digit NOC code for the first time. They are denoted by the first three digits of the latest NOC codes.

Changes in minor groups in the latest NOC codes for Canada

The latest NOC codes for Canada in the 2021 1.0 version will contain 162 minor groups, denoted by the first four digits of the 2021 NOC code. The minor groups further narrow down the occupational field and include the 5-digit unit groups. There are 22 additional minor-groups in the latest 2021 NOC codes.

One of the main changes in the minor groups is the transfer of 227 – Transportation officers and controllers from Natural and Applied Sciences (BOC 2) to Trades, transport and equipment operators occupations (BOC 7). Thus, the minor group 227 now becomes minor group 7260.

NOC 2021 version 1.0: Changes in the Unit group

The unit group consists of all the 5-digits in the new NOC code for Canada. There is an addition of 23 new NOC codes and deletion of 7 NOC codes in the new 2021 1.0 version. There are a total of 516 NOC codes, 16 more than in the NOC 2016 1.3 version.

Split-off
