A new study by Statistics Canada shows how much the Provincial Nominee Program (PNP) has changed the immigration system of Canada. Every year, thousands of immigrants, whether they be workers or students, immigrate to Canada via PNP. First introduced back in 1998, now PNP offers a chance of immigration to thousands of people every year. There’s the British Columbia N Provincial Nominee Program, Nova Scotia Provincial Nominee Program , Manitoba Provincial Nominee Program and so on. These PNP pathways nominate candidates based on their labour needs and market demands. Since such huge amounts of immigrants are preferring Canada, it really makes us wonder “Is PNP the best immigration pathway to Canada?”
Is PNP the Best Immigration Pathway to Canada?
If you want to immigrate to a particular province/territory of Canada, doing so through a PNP might be your best option. All you need to do is submit an expression of interest to that province, if you are eligible. And then wait for the province to conduct a draw.
If you receive an invitation from that province, meaning province nominated you, then your CRS score must have increased by 600 points. Since your score is higher, it means your chances of getting an invitation from Express Entry has also increased. In case you receive an invitation from the Express Entry draws, you can go ahead and apply for Canada PR then! Through a PNP, you get to choose the province/territory where you want to work or live in.

Over the course of years, the contribution of PNP in immigration has been increasing. According to the Canada Immigration Level Plans 2022, IRCC planned on inviting 83,500 immigrants through the Provincial Nominee Programs only.
However, after realizing the popularity of PNP, the immigration target for 2023 was increased to 105,500.
Main Findings of the Study
This study found the main reason why immigration authorities have been focusing on allocating huge amounts of immigrants to provinces. So that decentralization of economic immigration could take place, and PNPs could have a chance to grow.
So, as PNPs expanded, the economic immigrants in Canada also chose to live in separate parts of Canada instead of favoring the big cities only.
Back in 2000, the economic immigration to Canada via PNP only constituted around 1%, this is because the programs were not available in many provinces. However, in 2019, this increased to 35%, making PNP the largest economic program in Canada.
From 2000 to 2019, the nominee programs grew majorly. Alberta’s share of immigrants rose from 1% to 7%, which is quite considerable. Moreover, Manitoba and Saskatchewan also saw an increase from zero to 7%.
Apart from decentralization of economic immigrants, the settlement patterns of immigrants, and the characteristics of provincial nominees changed over time too.
After taking a quick glance at this study, one can say that IRCC increased the number of immigrant allocation to PNP over the years only because the immigrants prefer PNP. Since PNP grew so significantly, wouldn’t it be okay to say that PNP might be the best immigration pathway to Canada.
