You are not tied to any one employer in that case. This basically translates to having more freedom in relation to workplaces, occupations, locations, employers as compared to a closed work permit.

If you are acquiring a closed work permit then your employer must have a positive Labour Market Impact Assessment (LMIA) before they can offer you a job. Closed work permit allows you to work for a Canadian employer under the conditions of the employer. 

An LMIA basically ensures that you, as a foreign skilled worker, will not be impacting the labor market of Canada negatively.
