New Processing times system adopted by Canada for some Permanent Resident applications

Canada’s Immigration authority IRCC (Immigration, Refugees and Citizenship Canada) has introduced a concept of ‘Projected Time’. The concept will provide some Canadian permanent residence applicants with processing times that are forward-looking, rather than estimations based on historical data.

This will be applicable on applications received on and after 31ST July, 2018.

On 9th of August, Immigration, Refugees and Citizenship Canada (IRCC) announced following permanent residence programs to be a part of this new concept:

Sponsorship of Parents and Grandparents;

Provincial Nominee (Non-Express Entry);

Quebec Skilled Workers;

Start-Up Visa

Humanitarian and Compassionate cases

The new processing time will be updated by IRCC on a monthly basis. This will be based on a projection (under normal condition) on how much time an application usually takes to process.

The table below reflects processing times for future applicants who have not yet applied:

Application Type Processing Time

Sponsorship of Parents and Grandparents

20 to 24 months

Provincial Nominee (Non-Express Entry)

15 to 19 months

Quebec Skilled Workers

15 to 17 months

Start-Up Visa

12 to 16 months

Humanitarian and compassionate cases

22 to 36 months

*The processing times above were checked on August 10, 2018.

This change in the processing times for above mentioned streams aims at reducing current processing times and also to eliminate backlogs.

In most cases, processing times depend on:

The type of application submitted;

If the application is complete;

How quickly IRCC expects to process applications already in the system;

How easily applicants’ information can be verified;

How long applicants take to respond to any requests or concerns; and

Other factors.

Keeping in mind the above factors, new changes have been initiated.

Before this change, processing times has been forecasted based on historical data. The new projected processing time by IRCC will depend on the current number of applications waiting to be processed and how quickly IRCC expects to process 80 per cent of pending applications. The processing of an application starts when IRCC receives application in full. The closing of application is the day when approval/rejection for the Permanent Resident Visa is made.
