IRCC will not process new LMIAs applied through the Temporary Foreign Worker (TFW) program in the Low-Wage streams. This measure will come into effect beginning 26th September 2024.

This is because the government of Canada is in the process of restricting the arrival of foreign workers in Canada. 

The TFW is supposed to be used by the Canadian employers to invite more international workers for low-wage job positions when they are unable to hire workers from local areas. However, some employers still hired foreign workers while there were Canadian workers available. Hence, to put an end to the misuse of TFW, the government has brought out the following changes:

  • Temporary workers can only work for 1 year in Canada (earlier, they could work for 2 years)
  • If an area’s unemployment rate is 6% or lower, the Canadian government will not process LMIAs for the area. However, there are some exceptions to it. The following sectors will not be affected by this measure:
    • primary agriculture,
    • food processing, 
    • fish processing
    • construction, and
    • healthcare
  • Canadian employers cannot hire more than 10% of their total workforce. However, this still doesn’t apply to the exempted sectors.
