On 7 May, Manitoba invited 123 candidates for immigration to apply for a provincial nomination. The nominated candidates had Expression of Interest (EOI) profiles from Manitoba in the pool, which originated from three streams of the Manitoba Provincial Nominee Program (MPNP). Of these candidates, 14 had a valid profile in Express Entry.
The Letters of Advice to Apply (LAAs) provided in this round of invitation is distributed as follows:
- Skilled Workers in Manitoba: 94
- Skilled Workers Overseas: 14
- International Education Stream: 15
So far this year, the MPNP has issued 1,931 LAAs. This is the 89th draw from Manitoba since the program started in April 2014.
Express Entry
The 14 Express Entry candidates who were invited in the May 7 MPNP draw for a provincial nomination now have the opportunity to boost their application to the top of the Express Entry pool.
Candidates for the Express Entry are ranked using a Comprehensive Ranking System (CRS). In one of Canada’s two official languages, CRS score is determined dependent on human capital factors such as age, work experience, education and language abilities.
Highest-scoring candidates are invited through frequent draws from the Express Entry pool to apply for Canadian permanent residency. A further 600 CRS points are awarded to those who receive a provincial nomination, and an opportunity to apply from Immigrants, Refugees and Citizenship Canada (IRCC) is essentially guaranteed.
Express Entry candidates who obtained a Manitoba provincial nomination on this draw claimed a valid Express Entry ID and issued a validation code for job seekers. They also required a file in the Manitoba EOI system.
Manitoba’s Expression of Interest system
Candidates need to submit an EOI with the MPNP in order to be eligible to apply for a provincial nomination from Manitoba throughout all Manitoba Skilled Workers and Overseas Skilled Workers categories.
An EOI is an online profile which has a score of 1,000. Points are awarded for the education, work experience, Manitoba connections and English or French proficiency of a candidate, among other factors.
In the most recent draw, candidates invited to Manitoba Stream under the Skilled Workers had a score of 475. The lowest-ranking candidate invited from the Skilled Workers Overseas Stream had a score of 802.
Skilled Workers Overseas and Skilled Workers in Manitoba
The Skilled Workers Overseas Category helps the MPNP to identify and nominate skilled foreign workers who can better support and sustain the labour market in Manitoba.
Candidates must have an established connection with Manitoba such as close family or friends, prior provincial education or work experience, or an invitation to one of the Strategic Recruitment Initiatives of the MPNP, among other requirements. To be eligible, they do not need to be in Manitoba at the time of application. Under a Strategic Recruitment Initiative, the candidates invited via the Skilled Workers Overseas Stream were directly invited by the MPNP.
Among other requirements, candidates who have been invited through the Manitoba Skilled Workers category must have a full-time, permanent job offer from a Manitoba employer.
International Education
Within the International Education Stream, Manitoba graduates with certain in-demand skills may be invited.
This stream comprises three sub-categories: Career Employment Pathway, Graduate Internship Pathway, and International Student Entrepreneur Pilot. In this draw the MPNP issued 15 LAAs to candidates from the International Education Stream.
